POSITION SUMMARY
This position provides management and oversight of all substance use programs, including CSTAR, SOR program and treatment court programs within Beacon and its provider agencies. The Clinical Manager will work in conjunction with the Director of Adult Community Services to oversee adult community-based services and ensure all guidelines and quality standards are met for assigned teams.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The essential functions include, but are not limited to the following:
• Provides clinical supervision of Beacon’s team for substance use and co-occurring services. Clinical oversight for treatment court team members and provider agencies to ensure adequate staffing and training for treatment court programs. Ensure effective coordination and delivery of both mental health and substance use treatment services.
• Ensure that ASAM criteria are being met within all the SU programs. Ensure all new staff that need ASAM training have completed that training within 90 days of start date.
• Ensure that SOR grant is in compliance, including GPRA’s being completed on time.
• Directly oversees the implementation, communication, and coordination with Circuit Court Judges, clerks, prosecutors, defense attorneys, and probation and parole in the agency area to ensure success of the treatment team processes.
• Provides clinical direction and training to all staff and contract providers in Treatment Court programs as needed to maintain policy and best practice compliance.
• Provides oversight and supervision of the Integrated Treatment for Co-Occurring Disorders services. Ensure that ITCD fidelity is met.
• Monitors individual productivity and ensures timelines and quality standards are met for direct reports according to DMH and CMS guidelines based on Beacon’s contractual requirements.
• Responsible for hiring of direct reports, training supervisees, and completing annual performance reviews for direct reports.
• Ensures established policy and procedural guidelines are followed by both agency team members and providers in compliance with state certifications and national accreditation standards.
• Cultivates partnerships with community organizations to ensure the maximum utilization of resources available for substance use treatment and rehabilitation.
• Provides oversight of OSCA contract for Treatment Court programs.
• Provides oversight of the contract and compliance of all drug and alcohol testing services for Beacon.
• Ensures curriculum of treatment programs are inclusive of best practice models and agency initiatives, including trauma informed care.
• Evaluates and assesses current practices to identify and implement effective treatment alternatives and strategies for the delivery of programs and services.
• Recommends program changes and growth strategies to ensure community needs are met.
• Ensures contract compliance (state and federal regulations) through oversight with Substance Use treatment provider agencies.
• Completes audits for internal staff and provider agencies on a quarterly basis to ensure maintenance of quality services.
• Provides clinical services when appropriate via individual therapy, group therapy, assessment, and treatment planning.
• Maintains knowledge of agency technology programs and/or systems needed to do the job and uses them effectively.
• Ensures the program philosophy and criteria are implemented and enforced by all staff/providers.
• Assists in the annual budgetary process with Chief Clinical Officer and CFO and ensures compliance in accordance with budget during the fiscal year.
• Attends various workshops, seminars and professional meetings to keep abreast of best practice models for integration of behavioral health and primary health continuity of care.
• Other duties as assigned.
MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES)
Education/Certifications:
• Master’s degree in a social services field
• Clinical License preferred
• CRADC preferred or related experience in Substance Use services
• Valid driver’s license and state-required insurance coverage
Experience Required:
• Minimum of 3 to 5 years behavioral health (mental health and substance use) and supervisory experience. 5+ years prior experience preferred.
Required Knowledge:
• Thorough knowledge of the pharmacology of drugs and alcohol and the various modalities of treatment for substance use.
• Knowledge of community health care and community methods, procedures, and services.
• Considerable knowledge of accreditation and certification standards and their application.
Skills/Abilities:
• Excellent verbal and written communication skills
• Excellent conflict management and negotiation skills
• Ability to maintain confidentiality of records and information.
• Ability to gather data, compile information, and prepare reports and other material.
• Ability to train, supervise and motivate staff to maximize performance.
• Ability to prepare effective written materials including correspondence and reports.
• Ability to supervise and direct clinical staff and provider agencies on substance use clinical best practices.
